The National Appraisal Coalition is a network of statewide real estate appraisal coalitions. State licensing and certification of real estate appraisers began in 1989 with the signing of the Financial Institutions Reform Recovery and Enforcement Act (FIRREA). With the implementation of FIRREA and licensing, real estate appraisers were thrust into the political arena for the first time in the profession’s history. At its inception it became apparent that the real estate appraisal profession needed to be politically active in the legislative affairs of each state.

Who We Are

At its inception, it became apparent that the real estate appraisal profession needed to be politically active in the legislative affairs of each state.

Since that time, some of the states have formed political action committees. It is our intent with this grassroots movement and website to establish an effective structure and organization of the state coalitions. The website is intended to be used as a communication, networking and education tool for real estate appraisal coalitions. Furthermore, the National Appraisal Coalition encourages the creation of real estate appraisal coalitions in states where they have yet to be established. The National Appraisal Coalition is in the beginning stages of development. Please check back here in the future. The state coalitions will be meeting in San Diego at the AARO conference the first weekend in May. After the conference, more information will be available on the website. What We Do


We are the Illinois Coalition of Appraisal Professionals (ICAP), a unified voice for real estate appraisers in the State of Illinois. ICAP was established in 1994 by state and local chapters of professional appraisal organizations for the purpose of monitoring legislation impacting the real estate appraisal profession in the State of Illinois. The organization has a membership of over 1,500 real estate appraisers.

ICAP grew out of Illinois appraisers' need to answer mounting challenges to the profession in terms of new legislation and state regulatory policy. When a senator or representative asked  “who are you?” we needed an answer that carried the same weight as other professions; and that meant maximizing our ranks by networking with fellow members of the Appraisal Foundation.

In its brief history, ICAP has been successful in influencing legislation and regulation of real estate appraisers at the state level. Furthermore, the organization is also concerned with protecting consumers from harmful appraisal practices and detrimental legislation and protecting the overall public trust of the real estate appraisal profession. Our efforts in this area have prompted inquiries from other states wishing to establish similar coalitions or to leverage the achievements of their existing associations. The main objective of this communication is to explore your interest in organizing a coalition, if one is not already in existence, that represents a unified voice of real estate appraisers. Our second objective is to raise awareness that your concerns and challenges go beyond state borders and that we may benefit from each others’ experience and resources. Since our profession is subject to governmental regulation it is important for our profession to be politically active.

Speaking collectively has had great impact on gains made by appraisers in Illinois and we believe that this is a promising strategy on a larger scale.
